The Command Team
Commanding Officer
Rear AdmiralKayim Falor
Commanding officer is appointed by the admirality to command a Starfleet run Starship or Facility. Makes the final decisions and can only be fully relieved of duty by the Admirality, and temporarily only by the XO and the Chief Medical Officer on medical or mental grounds or the XO and the Chief of Security on Legal grounds.
Executive Officer

Executive officer is appointed into this role upon commissioning of vessel or facility.. XO is chosen for Leadership capabilities and past Experience. XOs have to take part in Command School before assuming the role. Takes role of CO in case of absence, sickness or death of CO, in this scenario 2XO would take over as XO.
Second Officer

Second Officer is appointed by the Commanding officer due to experience and leadership capabilities. Usually the most senior officer (apart from CO and XO). Takes the role of XO in case of sickness or death of CO or XO. Takes role of CO in case of absence, sickness or death of both CO and XO.
Command Chief
Command Chief is the highest ranking Enlisted officer onboard a facility. Appointed by Commanding Officer upon commissioning of vessel or facility. Will relay orders from the Command team to the Enlisted personnell on the facility or vessel. Similar to a Chief of Boat on vessels.
Marine CO Marine CaptainBayushi Kachiko
Marine Commanding Officer is the highest ranking Marine officer onboard a facility. Appointed by Marine Line Officers upon commissioning of vessel or facility. Will relay orders from the Command team to the Marine Detachment on the facility or vessel. Including Marine Fighter Detachment.

As Chief of Security can outrank any Officer on legal grounds. Needs either XO, 2XO or second Expert Officer to relieve higher ranking officers from duties. Prisoners never outrank the Security officer. As Non-Comm officer is theoretically placed below Officers on the CoC but in reality outranks all non-department heads. As DH is also part of the Senior Staff. Due to combat time experience will in practice outrank all officers upto and including Lieutenant (junior grade).
Marine Fighter Element Leader

Marines are actually in another Chain of Command but Marine Department Heads are part of the Senior Staff. A Starfleet officer will never officially be able to outrank a Marine officer, or vice versa. (unless said officer is the part of the Command team on the Starfleet Facility)
Chief Intelligence

Chief Counsellor
Counsellor is actually a department under the Medical department. As such a chief counsellor, unlike other DHs reports to the CMO rather than the XO. Is never outranked by patients. Can relieve a superior officer on mental health grounds.Can act as second Expert officer to relieve higher ranking officers from duty on mental health grounds

Second most senior Enlisted rate in Command Department, usually closely following the Command Chief. Admiral's Aide is the personal assistant for the Admiral and as such will be found making notes at Senior Staff meetings and also relaying orders if the Admiral is indesposed.

Scientist's Mate

Most senior Enlisted rate in the Science Department.

Physician's Mate

Most senior Enlisted rate in the Medical Department.

Engineer's Mate

Most senior Enlisted rate in the Engineering Department.

Gunner's Mate

Most senior Enlisted rate in the Security Department.

Quartermaster

Most senior Enlisted rate in the Operations Department.

Ambassador's Mate

Most senior Enlisted rate in the Diplomatic Department.

Counsellor's Aide

Most senior Enlisted rate in the Counselling Department. Although Counselling is not an actual seperate department it does act in that way in more than one way. Since it also has a Chief Counsellor and a seperate CoC (from Medical)

If an officer is ranked higher on the Chain of Command because of Seniority (rather than rank) it implies that they have either attained their current rank sooner than the one below or have held a higher rank within Starfleet before.

An Assistant Department Head will outrank any other 'regular' officer in the department regardless of rank, due to position held. The ADH should be seen as an Executive Officer on the department level.

The positions listed below are only the most senior Enlisted rates available on the vessel. All senior Enlisted personnel in the departments leads the department during the Graveyard shift and is third in line to take over the department. They also relay the orders from the DH to the enlisted personell and hand out the job assignments.
